Changes in war-fighter responsibilities, coupled with the Department's transformational move to net-centric operations are driving new concepts and the need for a new governance process to manage the evolution of Global Command and Control (C2) responsibilities. Global C2 responsibilities to USSTRATCOM (UCP Change 2) and the Battle Management of C2 to USJFCOM (MID 912) represent the most profound change in the Department of Defense (DoD) C2 since the National Security Act of 1947. In addition, since the release of the Nuclear Posture Review (NPR) in December 2001, DoD has sought a new strategic approach to increase national security by providing additional strategic strike options to leadership while reducing reliance on the use of nuclear weapons.
A strategic initiative to develop a structure of this complexity requires involvement from many organizations, agencies, and institutes to establish and mature the technological implementation. Additionally, technical consultation is required for administrative, policy, procedure and organizational framework development with a focus on the Process Management, Project Planning, Engineering and Support required by the Enterprise services organization.

DoD Command & Control Systems Portfolio Management
AS&C provides expertise in the portfolio management of DoD command and control acquisition category, non-acquisition category, and developmental items. We provide support to meetings and processes such as Acquisition Program Reviews and Program Reviews and Program Budget Reviews for DoD Combatant Commander Staffs, and interact with members from various DoD and non-DoD agencies with a team comprised of individuals from diverse military and professional backgrounds. They include acquisition professionals, program managers, C2 communication system and Intelligence Surveillance and Reconnaissance (ISR), and test and evaluation subject matter experts. Our AS&C division provides support to Combatant Commander Management of key non-public information, including Planning, Programming, Budgeting and Execution (PPBE) information; and directly aids in organizational formation of future budgeting and spending plans across the domain of key war-fighting areas.
